Исследование посвящается проблемам защиты права на судопроизводство в разумный срок в гражданском и арбитражном процессах в Российской Федерации. Анализируется развитие права на судопроизводство в разумный срок в европейских государствах и проводится сравнительно-правовой анализ. Изучаются правовые позиции Европейского Суда по правам человека и определяется их значение для российского процессуального законодательства. В работе проводится исследование стабилизационных свойств федеральной финансовой помощи регионам Российской Федерации. Обзор зарубежных эмпирических исследований позволил выявить ключевые проблемы реализации эконометрической оценки стабилизационных свойств межбюджетных трансфертов. Представлены и проинтерпретированы основные эконометрические подходы к анализу эффекта стабилизации с использованием панельных и межобъектных данных. В результате реализации эконометрических расчетов стабилизационных свойств системы оказания федеральной финансовой помощи субнациональным бюджетам за период 2001–2015 гг. авторы приходят к выводу о наличии эффекта частичной стабилизации федеральным центром налоговых доходов региональных бюджетов.
