“One problem with the food system is that price is the bottom line rather than having the bottom line be land stewardship, an appreciation for the environmental and social value of small-scale family farms, or for organically grown produce.” —Interview with farmer in Skagit County, Washington For much of the later twentieth century, food has been abundant and convenient for most residents of advanced industrial societies. The luxury of taking the safety and dependability of food for granted pushed it to the back burner in the consciousness of many. Increasingly, however, this once taken-for-granted food system is coming under question on issues such as the humane treatment of animals, genetically engineered foods, and social and environmental justice. Many consumers are no longer content with buying into the mainstream, commodity-driven food market on which they once depended. Resistance has emerged in diverse forms, from protests at the opening of McDonald’s restaurants worldwide to ever-greater interest in alternatives, such as CSAs (community-supported agriculture), fair trade, and organic foods. The food system is increasingly becoming an arena of struggle that reflects larger changes in societal values and norms, as expectations are moving beyond the desire for affordable, convenient foods to a need for healthy and environmentally sound alternatives. In this book, leading scholars and scholar-activists provide case studies that illuminate the complexities and contradictions that surround the emergence of a “new day” in agriculture.
The essays found in The Fight Over Food analyze and evaluate both the theoretical and historical contexts of the agrifood system and the ways in which trends of individual action and collective activity have led to an “accumulation of resistance” that greatly affects the mainstream market of food production. The overarching theme that integrates the case studies is the idea of human agency and the ways in which people purposefully and creatively generate new forms of action or resistance to facilitate social changes within the structure of predominant cultural norms. Together these studies examine whether these combined efforts will have the strength to create significant and enduring transformations in the food system.

Building on their analysis in Sociology in Government (Penn State, 2003), Julie Zimmerman and Olaf Larson again join forces across the generations to explore the unexpected inclusion of rural and farm women in the research conducted by the USDA’s Division of Farm Population and Rural Life. Existing from 1919 to 1953, the Division was the first, and for a time the only, unit of the federal government devoted to sociological research. The authors explore how these early rural sociologists found the conceptual space to include women in their analyses of farm living, rural community social organization, and the agricultural labor force.

It is manifest in developing countries around the world that the “shock” therapy administered to their economies by the neoliberal model of structural adjustment has failed, leaving much social and economic destruction in its wake. In Latin America this failure has led to a resurgence of interest in alternative models, some of them deploying various versions of socialism, as in Bolivia, Chile, and Venezuela, which has given rise to talk about the new “pink tide” enveloping the region. In this comparative study of four economies that have been making a transition to the market from their orthodox socialist pasts, Laura Enríquez focuses our attention on the plight of the small farmer in particular and on the importance of this sector for the overall socioeconomic success of the transition. Through this comparison, we see the similarities between Nicaragua and Russia in their rapid retreat from socialism and their adoption of reforms that have placed small agriculture, especially that focused on food crops, at a distinct disadvantage relative to export-oriented production. By contrast, Cuba has been more like China in adopting aspects of market reform while emphasizing small-scale cooperative and private farming in an effort to achieve food self-sufficiency. Drawing insights from Karl Polanyi’s study of the social and economic effects of the expansion of market relations in the nineteenth century, Enríquez highlights the role of the state in each of these countries in driving change in a certain direction: toward de-emphasis of small-scale farming and the eventual assumed demise of the peasantry in Nicaragua and Russia, which has led to countermovements of peasants struggling to survive, and toward the reconfirmation of the value of small farming in contributing to balanced economic development in Cuba and China.

Since the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 was enacted, policy makers, agency administrators, community activists, and academics from a broad range of disciplines have debated and researched the implications of welfare reform in the United States. Most of the attention, however, has focused on urban rather than rural America. W elfare Reform in Persistent Rural Poverty examines welfare participants who live in chronically poor rural areas of the United States where there are few job opportunities and poor systems of education, transportation, and child care. Kathleen Pickering and her colleagues look at welfare reform as it has been experienced in four rural and impoverished regions of the United States: American Indian reservations in South Dakota, the Rio Grande region, Appalachian Kentucky, and the Mississippi Delta. Throughout these areas the rhetoric of reform created expectations of new opportunities to find decent work and receive education and training. In fact, these expectations have largely gone unfulfilled as welfare reform has failed to penetrate poor areas where low-income families remain isolated from the economic and social mainstream of American society. Welfare Reform in Persistent Rural Poverty sheds welcome light on the opportunities and challenges that welfare reform has imposed on low-income families situated in disadvantaged areas. Combining both qualitative and quantitative research, it will be an excellent guide for scholars and practitioners alike seeking to address the problem of poverty in rural America.

Everywhere you look people are more aware of what they eat and where their food comes from. In a cafeteria in Los Angeles, children make their lunchtime food choices at fresh-fruit and salad bars stocked with local foods. In a community garden in New York, low-income residents are producing organically grown fruits and vegetables for their own use and to sell at market. In Madison, Wisconsin, shoppers select their food from a bounty of choices at a vibrant farmers’ market. Together at the Table is about people throughout the United States who are building successful alternatives to the contemporary agrifood system and their prospects for the future. At the heart of these efforts are the movements for sustainable agriculture and community food security. Both movements seek to reconstruct the agrifood system—the food production chain, from the growing of crops to food production and distribution—to become more ecologically sound, economically viable, and socially just. Allen describes the ways in which people working in these movements view the world and how they see their place in challenging and reshaping the agrifood system. She also shows how ideas and practices of sustainable agriculture and community food security have already woven their way into the dominant agrifood institutions. Allen explores the possibilities this process may hold for improving social and environmental justice in the American agrifood system. Together at the Table is an important reminder that much work still remains to be done. Now that the ideas and priorities of alternative food movements have taken hold, it is time for the next—even more challenging—step. Alternative agrifood movements must acknowledge and address the deeper structural and cultural patterns that constrain the long-term resolution of social and environmental problems in the agrifood system.
