In 2010, President Barack Obama signed a law repealing one of the most controversial policies in American criminal justice history: the one hundred to one sentencing disparity between crack cocaine and powder whereby someone convicted of “simply” possessing five grams of crack—the equivalent of a few sugar packets—had been required by law to serve no less than five years in prison. In this highly original work, Dimitri A. Bogazianos draws on various sources to examine the profound symbolic consequences of America’s reliance on this punishment structure, tracing the rich cultural linkages between America’s War on Drugs, and the creative contributions of those directly affected by its destructive effects. Focusing primarily on lyrics that emerged in 1990s New York rap, which critiqued the music industry for being corrupt, unjust, and criminal, Bogazianos shows how many rappers began drawing parallels between the “rap game” and the “crack game." He argues that the symbolism of crack in rap’s stance towards its own commercialization represents a moral debate that is far bigger than hip hop culture, highlighting the degree to which crack cocaine—although a drug long in decline—has come to represent the entire paradoxical predicament of punishment in the U.S. today.

The surprising and unofficial system of social control and regulation that keeps crime rates low in New York City’s Washington Square Park Located in New York City’s Greenwich Village, Washington Square Park is a 9.75-acre public park that is perhaps best known for its historic Washington Square Arch, a landmark at the foot of 5th Avenue. Hundreds, if not thousands, pass through the park every day, some sit on benches enjoying the sunshine, play a game of chess, watch their children play in the playground, take their dog to the dog runs, or sit by the fountain or, sometimes, buy or sell drugs. The park has an extremely low crime rate. Sociologist, and local resident, Erich Goode wants to know why. He notes that many visitors do violate park rules and ordinances, even engaging in misdemeanors like cigarette and marijuana smoking, alcohol consumption, public urination, skateboarding and bike riding. And yet, he argues, contrary to the well-known “broken windows” theory, which suggests that small crimes left unchecked lead to major crimes, serious crimes hardly ever take place there. Why with such an immense volume of infractions—and people—are there so little felonious or serious, and virtually no violent, crime? With rich and detailed observations as well as in-depth interviews, Goode demonstrates how onlookers, bystanders, and witnesses—both denizens and your average casual park visitor—provide an effective system of social control, keeping more serious wrongdoing in check. Goode also profiles the parks visitors, showing us that the park is a major draw to residents and tourists alike. Visitors come from all over; only a quarter of the park’s visitors live in the neighborhood (the Village and SoHo), one out of ten are tourists, and one out of six are from upper Manhattan or the Bronx. Goode looks at the patterns of who visits the park, when they come, and, once in the park, where they go. Regardless of where they live, Goode argues, all of the Park’s visitors help keep the park safe and lively. The Taming of New York’s Washington Square is an engaging and entertaining look at a surprisingly safe space in the heart of Manhattan.

How does it feel to receive a phone call from your fourteen-year-old son who is in the back of a squad car because he laughed at a police officer? How does a young person of color cope with being frisked several times a week since the age of 15? These are just some of the stories in No Place on the Corner, which draws on three years of intensive ethnographic fieldwork in the South Bronx before and after the landmark 2013 Floyd v. City of New York decision that ruled that the NYPD’s controversial “stop and frisk” policing methods were a violation of rights. Through riveting interviews and with a humane eye, Jan Haldipur shows how a community endured this aggressive policing regime. Though the police mostly targeted younger men of color, Haldipur focuses on how everyone in the neighborhood—mothers, fathers, grandparents, brothers and sisters, even the district attorney’s office—was affected by this intense policing regime and thus shows how this South Bronx community as a whole experienced this collective form of punishment. One of Haldipur’s key insights is to demonstrate how police patrols effectively cleared the streets of residents and made public spaces feel off-limits or inaccessible to the people who lived there. In this way community members lost the very ‘street corner’ culture that has been a hallmark of urban spaces. This profound social consequence of aggressive policing effectively keeps neighbors out of one another’s lives and deeply hurts a community’s sense of cohesion. No Place on the Corner makes it hard to ignore the widespread consequences of aggressive policing tactics in major cities across the United States.

While media accounts would have us believe that vigilantes across the country lie in wait for predators who move into their neighborhoods, responses to sex offenders more often involve collective campaigns that direct outrage toward political and criminal justice systems. No community wants a sex offender in its midst, but instead of vigilantism, Monica Williams argues, citizens often leverage moral, political, and/or legal authority to keep these offenders out of local neighborhoods. Her book, the culmination of four years of research, 70 in-depth interviews, participant observations, and studies of numerous media sources, reveals the origins and characteristics of community responses to sexually violent predators (SVP) in the U.S. Specifically, The Sex Offender Housing Dilemma examines the placement process for released SVPs in California and the communities’ responses to those placements. Dowd sets out to examine the roots of these inequalities by tracing the life course of black boys from birth to age 18 in an effort to create an affirmative system of rights and support for all children. Broadly attentive to the political and economic shifts of the last several decades, Robert McRuer asks how disability activists, artists and social movements generate change and resist the dominant forms of globalization in an age of austerity, or “crip times.” Throughout Crip Times , McRuer considers how transnational queer disability theory and culture—activism, blogs, art, photography, literature, and performance—provide important and generative sites for both contesting austerity politics and imagining alternatives. The book engages various cultural flashpoints, including the spectacle surrounding the London 2012 Olympic and Paralympic Games; the murder trial of South African Paralympian Oscar Pistorius; the photography of Brazilian artist Livia Radwanski which documents the gentrification of Colonia Roma in Mexico City; the defiance of Chilean students demanding a free and accessible education for all; the sculpture and performance of UK artist Liz Crow; and the problematic rhetoric of “aspiration” dependent upon both able-bodied and disabled figurations that emerged in Thatcher’s England. Crip Times asserts that disabled people themselves are demanding that disability be central to our understanding of political economy and uneven development and suggests that, in some locations, their demand for disability justice is starting to register. Ultimately, McRuer argues that a politics of austerity will always generate the compulsion to fortify borders and to separate a narrowly defined “us” in need of protection from “them.”
