Países como Estados Unidos, que han ejercido una hegemonía unipolar en la región, atraviesan un debilitamiento y comienzan a ser reemplazados por otros como China o la Unión Europea. Los liderazgos, tanto externos como los de la propia re- gión, empiezan a ser cuestionados; y nuevos candidatos quieren entrar en la contienda, como Venezuela y Colombia, aunque tien- den a estar aislados del escenario regional e internacional. Durante los últimos dos años se han llevado a cabo elecciones presidenciales, regionales y locales, las cuales también alteran, di – recta o indirectamente, los procesos de integración. La Ola Rosa fue reemplazada por gobiernos de corte neoliberal e incluso se habla de una «derechización» de América Latina. Este cambio marca nuevas tendencias integracionistas y fragmentadoras, y el dilema de si se privilegia lo multilateral o lo bilateral. Además, el papel del Estado soberano y de su misma autonomía, es cuestio – nado; surgen nuevos actores que desarrollan su propia política exterior, muchas veces sin tener en cuenta las estructuras estata – les.
