The 1982 U. S. Supreme Court case of Plyler v. Doe, which made it possible for undocumented children to enroll in Texas public schools, was a watershed moment for immigrant rights in the United States. The Court struck down both a state statute denying funding for education to undocumented children and a municipal school district's attempt to charge an annual $1,000 tuition fee for each undocumented student to compensate for the lost state funding. Yet while this case has not returned to the Supreme Court, it is frequently contested at the state and local level. In No Undocumented Child Left Behind, Michael A. Olivas tells a fascinating history of the landmark case, examining how, 30 years later, Plyler v. Doe continues to suffer from implementation issues and requires additional litigation and vigilance to enforce the ruling. He takes a comprehensive look at the legal regime it established regarding the education of undocumented school children, moves up through its implementation, including direct and indirect attacks on it, and closes with the ongoing, highly charged debates over the Development, Relief, and Education for Minors (DREAM) Act, which aims to give conditional citizenship to undocumented college students who graduated from US high schools and have been in the country for at least five years. In the wake of the Civil War, many white northern leaders supported race-neutral laws and anti-discrimination statutes. These positions helped amplify the distinctions they drew between their political economic system, which they saw as forward-thinking in its promotion of free market capitalism, and the now vanquished southern system, which had been built on slavery. But this interest in legal race neutrality should not be mistaken for an effort to integrate northern African Americans into the state or society on an equal footing with whites. During the Great Migration, which brought tens of thousands of African Americans into Northern cities after World War I, white northern leaders faced new challenges from both white and African American activists and were pushed to manage race relations in a more formalized and proactive manner. The result was northern racial liberalism: the idea that all Americans, regardless of race, should be politically equal, but that the state cannot and indeed should not enforce racial equality by interfering with existing social or economic relations. In Managing Inequality, Karen R. Miller examines the formulation, uses, and growing political importance of northern racial liberalism in Detroit between the two World Wars. Miller argues that racial inequality was built into the liberal state at its inception, rather than produced by antagonists of liberalism. Since the Revolutionary War, Mainline Christianity has been comprised of the Seven Sisters of American Protestantism—the Congregational Church, the Episcopal Church, the Evangelical Lutheran Church, the Presbyterian Church, the United Methodist Church, the American Baptist Convention, and the Disciples of Christ.These denominations have been the dominant cultural representatives since the nineteenth century of how and where the majority of American Christians worship. Today, however, the Seven Sisters no longer represent most American Christians. The Mainline has been shrinking while evangelical and fundamentalist churches, as well as non denominational congregations and mega churches, have been attracting more and more members.In this comprehensive and accessible book, Jason S. Lantzer chronicles the rise and fall of the Seven Sisters, documenting the ways in which they stopped shaping American culture and began to be shaped by it. After reviewing and critiquing the standard decline narrative of the Mainline he argues for a reconceptualization of the Mainline for the twenty-first century, a new grouping of Seven Sisters that seeks to recognize the vibrancy of American Christianity.

Health in early America was generally good. The food was plentiful, the air and water were clean, and people tended to enjoy strong constitutions as a result of this environment. Practitioners of traditional forms of health care enjoyed high social status, and the cures they offered—from purging to mere palliatives—carried a powerful authority. Consequently, most American doctors felt little need to keep up with Europe’s medical advances relying heavily on their traditional depletion methods. However, in the years following the American Revolution as poverty increased and America’s water and air became more polluted, people grew sicker. Traditional medicine became increasingly ineffective. Instead, Americans sought out both older and newer forms of alternative medicine and people who embraced these methods: midwives, folk healers, Native American shamans, African obeahs and the new botanical and water cure advocates. In this overview of health and healing in early America, Elaine G. Breslaw describes the evolution of public health crises and solutions. Breslaw examines “ethnic borrowings” (of both disease and treatment) of early American medicine and the tension between trained doctors and the lay public. While orthodox medicine never fully lost its authority, Lotions, Potions, Pills, and Magic argues that their ascendance over other healers didn’t begin until the early twentieth century, as germ theory finally migrated from Europe to the United States and American medical education achieved professional standing.

In this nuanced study, Julia H. Lee argues that the diversity and ambiguity that characterize these textual moments radically undermine the popular notion that the history of Afro-Asian relations can be reduced to a monolithic, media-friendly narrative, whether of cooperation or antagonism. Drawing on works by Charles Chesnutt, Wu Tingfang, Edith and Winnifred Eaton, Nella Larsen, W.E.B. In this ground-breaking study, Michael J. Hughes shows how Napoleonic military culture shaped the motivation of Napoleon’s soldiers. Relying on extensive archival research and blending cultural and military history, Hughes demonstrates that the Napoleonic regime incorporated elements from both the Old Regime and French Revolutionary military culture to craft a new military culture, characterized by loyalty to both Napoleon and the preservation of French hegemony in Europe. As the nation’s founding moment, the American Revolution serves as a source of powerful founding myths, and remains the most accessible and most contested event in US history: more than any other, it stands as a proxy for how Americans perceive the nation’s aspirations. Americans’ increased fascination with the Revolution over the pasttwo decades represents more than interest in the past. It’s also a site to work out the present, and the future. Whatare we using the Revolution to debate? In Fighting over the Founders , Andrew M. In Entitled to Nothing, Lisa Sun-Hee Park investigates how the politics of immigration, health care, and welfare are intertwined. Documenting the formal return of the immigrant as a “public charge,” or a burden upon the State, the author shows how the concept has been revived as states adopt punitive policies targeting immigrants of color and require them to “pay back” benefits for which they are legally eligible during a time of intense debate regarding welfare reform. Park argues that the notions of “public charge” and “public burden” were reinvigorated in the 1990s to target immigrant women of reproductive age for deportation and as part of a larger project of “disciplining” immigrants. Drawing on nearly 200 interviews with immigrant organizations, government agencies and safety net providers, as well as careful tracking of policies and media coverage, Park provides vivid, first-person accounts of how struggles over the “public charge” doctrine unfolded on the ground, as well as its consequences for the immigrant community. Ultimately, she shows that the concept of “public charge” continues to lurk in the background, structuring our conception of who can legitimately access public programs and of the moral economy of work and citizenship in the U.S., and makes important policy suggestions for reforming our immigration system.

In the decades after the Civil War, urbanization, industrialization, and immigration marked the start of the Gilded Age, a period of rapid economic growth but also social upheaval. Reformers responded to the social and economic chaos with a “search for order,” as famously described by historian Robert Wiebe. Most reformers agreed that one of the nation’s top priorities should be its children and youth, who, they believed, suffered more from the disorder plaguing the rapidly growing nation than any other group. Children and Youth during the Gilded Age and Progressive Era explores both nineteenth century conditions that led Progressives to their search for order and some of the solutions applied to children and youth in the context of that search. Edited by renowned scholar of children’s history James Marten, the collection of eleven essays offers case studies relevant to educational reform, child labor laws, underage marriage, and recreation for children, among others. Including important primary documents produced by children themselves, the essays in this volume foreground the role that youth played in exerting agency over their own lives and in contesting the policies that sought to protect and control them.
