In People Must Live by Work , Steven Attewell presents the history of an idea—direct job creation—that transformed the role of government in ameliorating unemployment by hiring the unemployed en masse to prevent widespread destitution in economic crises. For ten years, between 1933 and 1943, direct job creation was put into practice, employing more than eight million Americans and making the federal government the largest single employer in the country. Yet in 2008, when the most dramatic economic crisis since the Depression occurred, the idea of direct job creation was nowhere to be found on the list of policies deemed feasible or advisable for government at any level. People Must Live by Work traces the rise and fall of direct job creation policy—how it was put into practice, how it came within a hairbreadth of becoming a permanent feature of American economic and social administration, and why it has been largely forgotten or discounted today. Although truth and reconciliation commissions are supposed to generate consensus and unity in the aftermath of political violence, Abena Ampofoa Asare identifies cacophony as the most valuable and overlooked consequence of this process in Ghana. By collecting and preserving the voices of a diverse cross-section of the national population, Ghana's National Reconciliation Commission (2001-2004) created an unprecedented public archive of postindependence political history as told by the self-described victims of human rights abuse. The collected voices in the archives of this truth commission expand Ghana's historic record by describing the state violence that seeped into the crevices of everyday life, shaping how individuals and communities survived the decades after national independence. Here, victims of violence marshal the language of international human rights to assert themselves as experts who both mourn the past and articulate the path toward future justice. There are, however, risks as well as rewards for dredging up this survivors' history of Ghana. The revealed truth of Ghana's human rights history is the variety and dissonance of suffering voices. These conflicting and conflicted records make it plain that the pursuit of political reconciliation requires, first, reckoning with a violence that is not past but is preserved in national institutions and individual lives. By exploring the challenge of human rights testimony as both history and politics, Asare charts a new course in evaluating the success and failures of truth and reconciliation commissions in Africa and around the world.

Through this research, she explores the political deliberations between ali'i over the sale of a Hawaiian woman to a British ship captain in 1825 and the consequences of the attacks on the mission stations. The result is a heretofore untold story of native political formation, the creation of indigenous law, and the extension of chiefly rule over natives and foreigners alike. Relying on what is perhaps the largest archive of written indigenous language materials in North America, Arista argues that Hawaiian deliberations and actions in this period cannot be understood unless one takes into account Hawaiian understandings of the past—and the ways this knowledge of history was mobilized as a means to influence the present and secure a better future. In pursuing this history, The Kingdom and the Republic reconfigures familiar colonial histories of trade, proselytization, and negotiations over law and governance in Hawai'i.

Although they knew economic recovery would be critical in their effort, none was schooled in economics. Beyond their hopes, they managed to rebuild not only their former enemies but the entire western economy during the early Cold War. Madsen shows how army leaders learned from the people they governed, drawing expertise that they ultimately brought back to the United States during the Eisenhower Administration in 1953. Sovereign Soldiers thus traces the circulation of economic ideas around the globe and back to the United States, with the American military at the helm.

The AIDS crisis of the 1980s looms large in recent histories of sexuality, medicine, and politics, and justly so—an unknown virus without a cure ravages an already persecuted minority, medical professionals are unprepared and sometimes unwilling to care for the sick, and a national health bureaucracy is slow to invest resources in finding a cure. Yet this widely accepted narrative, while accurate, creates the impression that the gay community lacked any capacity to address AIDS. In fact, as Katie Batza demonstrates in this path-breaking book, there was already a well-developed network of gay-health clinics in American cities when the epidemic struck, and these clinics served as the first responders to the disease. Before AIDS explores this heretofore unrecognized story, chronicling the development of a national gay health network by highlighting the origins of longstanding gay health institutions in Boston, Chicago, and Los Angeles, placing them in a larger political context, and following them into the first five years of the AIDS crisis. Like many other minority communities in the 1970s, gay men faced public health challenges that resulted as much from their political marginalization and social stigmatization as from any disease. Gay men mistrusted mainstream health institutions, fearing outing, ostracism, misdiagnosis, and the possibility that their sexuality itself would be treated as a medical condition. In response to these problems, a colorful cast of doctors and activists built a largely self-sufficient gay medical system that challenged, collaborated with, and educated mainstream health practitioners. Taking inspiration from rhetoric employed by the Black Panther, feminist, and anti-urban renewal movements, and putting government funding to new and often unintended uses, gay health activists of the 1970s changed the medical and political understandings of sexuality and health to reflect the new realities of their own sexual revolution.

But for all the fanfare surrounding them, few such schemes actually materialized, leaving scores of defunct visions, from Defoe's own attempt to farm cats for perfume, to Mary Astell's proposal to charter a college for women, to countless ventures for improving land, streamlining government, and inventing new consumer goods. Taken together, these failed plans form a compelling alternative history of a Britain that might have been. The Wreckage of Intentions offers a comprehensive and critical account of projects, exploring the historical memory surrounding these concrete yet incomplete efforts to advance British society during a period defined by revolutions in finance and agriculture, the rise of experimental science, and the establishment of constitutional monarchy. Using methods of literary analysis, David Alff shows how projects began as written proposals, circulated as print objects, spurred physical undertakings, and provoked responses in the realms of poetry, fiction, and drama. Mapping this process discloses the ways in which eighteenth-century authors applied their faculties of imagination to achieve finite goals and, in so doing, devised new ways of seeing the world through its future potential. Colin Wells argues that political verse from this period was a unique literary form that derived its cultural importance from its capacity to respond to, and contest the meaning of, other printed texts—from official documents and political speeches to newspaper articles and rival political poems. First arising during the Revolution as a strategy for subverting the authority of royal proclamations and congressional declarations, poetic warfare became a ubiquitous part of early national print culture. Poets representing the emerging Federalist and Republican parties sought to wrest control of political narratives unfolding in the press by engaging in literary battles. While Florida's landscape of saturated swamps, shifting shorelines, coral reefs, and tiny keys initially impeded familiar strategies of early U.S. settlement, such as the establishment of fixed dwellings, sturdy fences, and cultivated fields, over the course of the eighteenth and nineteenth centuries, Americans learned to inhabit Florida's liquid landscape in unconventional but no less transformative ways. In Liquid Landscape , Michele Currie Navakas analyzes the history of Florida's incorporation alongside the development of new ideas of personhood, possession, and political identity within American letters. From early American novels, travel accounts, and geography textbooks, to settlers' guides, maps, natural histories, and land surveys, early American culture turned repeatedly to Florida's shifting lands and waters, as well as to its itinerant enclaves of Native Americans, Spaniards, pirates, and runaway slaves. This preoccupation with Floridian terrain and populations, argues Navakas, reveals a deep American concern with the challenges of settling a region so exceptional in topography, geography, and demography. Navakas reads a vast archive of popular, literary, and reference texts spanning Revolution to Reconstruction, including works by William Bartram, James Fenimore Cooper, and Harriet Beecher Stowe, to uncover an alternative history of American possession, one that did not descend exclusively, or even primarily, from the more familiar legal, political, and philosophical conceptions of American land as enduring, solid, and divisible. The shifting southern edge of early America produced a new language of settlement, belonging, territory, and sovereignty, and that language would ultimately transform how people all across the rapidly changing continent imagined the making of U.S. nation and empire.
