In the years between 1880 and 1915, New York City and its environs underwent a tremendous demographic transformation with the arrival of millions of European immigrants, native whites from the rural countryside, and people of African descent from both the American South and the Caribbean. Marshaling a broad variety of sources, historian Marisa Chappell provides a fresh look at the national debate about poverty, welfare, and economic rights from the 1960s through the mid-1990s. In Chappell's telling, we experience the debate over welfare from multiple perspectives, including those of conservatives of several types, liberal antipoverty experts, national liberal organizations, labor, government officials, feminists of various persuasions, and poor women themselves. During the Johnson and Nixon administrations, deindustrialization, stagnating wages, and widening economic inequality pushed growing numbers of wives and mothers into the workforce. From roughly 1943 onward, building a postwar society became the new national project, and every interest group involved in the war effort—from business leaders to working-class renters—held different visions for the war's aftermath. In Postwar , Laura McEnaney plumbs the depths of this period to explore exactly what peace meant to a broad swath of civilians, including apartment dwellers, single women and housewives, newly freed Japanese American internees, African American migrants, and returning veterans. In her fine-grained social history of postwar Chicago, McEnaney puts ordinary working-class people at the center of her investigation. What she finds is a working-class war liberalism—a conviction that the wartime state had taken things from people, and that the postwar era was about reclaiming those things with the state's help. McEnaney examines vernacular understandings of the state, exploring how people perceived and experienced government in their lives. For Chicago's working-class residents, the state was not clearly delineated. The local offices of federal agencies, along with organizations such as the Travelers Aid Society and other neighborhood welfare groups, all became what she calls the state in the neighborhood, an extension of government to serve an urban working class recovering from war. Just as they had made war, the urban working class had to make peace, and their requests for help, large and small, constituted early dialogues about the role of the state during peacetime. Postwar examines peace as its own complex historical process, a passage from conflict to postconflict that contained human struggles and policy dilemmas that would shape later decades as fatefully as had the war.

Yet this widely accepted narrative, while accurate, creates the impression that the gay community lacked any capacity to address AIDS. In fact, as Katie Batza demonstrates in this path-breaking book, there was already a well-developed network of gay-health clinics in American cities when the epidemic struck, and these clinics served as the first responders to the disease. Before AIDS explores this heretofore unrecognized story, chronicling the development of a national gay health network by highlighting the origins of longstanding gay health institutions in Boston, Chicago, and Los Angeles, placing them in a larger political context, and following them into the first five years of the AIDS crisis. Like many other minority communities in the 1970s, gay men faced public health challenges that resulted as much from their political marginalization and social stigmatization as from any disease. Gay men mistrusted mainstream health institutions, fearing outing, ostracism, misdiagnosis, and the possibility that their sexuality itself would be treated as a medical condition. In response to these problems, a colorful cast of doctors and activists built a largely self-sufficient gay medical system that challenged, collaborated with, and educated mainstream health practitioners. In the twentieth century, the federal government funded growth and redevelopment at American universities—through PWA construction subsidies during the Great Depression, urban renewal funds at mid-century, and loans for student housing in the 1960s. This federal aid was complemented by financial support for enrollment and research, including the GI Bill at the end of World War II and the National Defense Education Act, created to educate scientists and engineers after the launch of the Soviet satellite Sputnik . Federal support allowed universities to implement new visions for campus space and urban life. However, this growth often put these institutions in tension with surrounding communities, intensifying social and economic inequality, and advancing knowledge at the expense of neighbors. Winling uses a series of case studies from the Progressive Era to the present day and covers institutions across the country, from state schools to the Ivy League. He explores how university builders and administrators worked in concert with a variety of interests—including the business community, philanthropists, and all levels of government—to achieve their development goals. Even as concerned citizens and grassroots organizers attempted to influence this process, university builders tapped into the full range of policy and economic tools to push forward their vision. In 1970, under the governorship of Republican Nelson Rockefeller, New York became one of the first states to legalize abortion. By 1980, however, conservative, antifeminist Republicans with broad suburban appeal—symbolized by figures such as Ronald Reagan—had usurped power from these so-called Rockefeller Republicans. What happened during the intervening decade? In Kitchen Table Politics , Taranto investigates the role that middle-class, mostly Catholic women played both in the development of conservatism in New York State and in the national shift toward a conservative politics of «family values.» Far from Albany, a short train ride away from the feminist activity in New York City, white, Catholic homemakers on Long Island and in surrounding suburban counties saw the legalization of abortion in the state in 1970 as a threat to their hard-won version of the American dream. Borrowing tactics from church groups and parent-teacher associations, these women created the New York State Right to Life Party and organized against several feminist initiatives, including defeating an effort to add an Equal Rights Amendment to the state constitution in 1975. These self-described «average housewives,» Taranto argues, were more than just conservative shock troops; instead, they were inventing a new, politically viable conservatism centered on the heterosexual traditional nuclear family that the GOP's right wing used to broaden its electoral base. Figures such as activist Phyllis Schlafly, New York senator Al D'Amato, and presidential hopeful Ronald Reagan viewed the Right to Life Party's activism as offering a viable model to defeat feminist initiatives and win family values votes nationwide.
