Актуальность исследования обусловлена реализацией федеральной стратегии развития малого и среднего предпринимательства на период до 2030 года. Целью исследования являлось определение закономерностей, характерных для сложившейся размерной структуры малого и среднего предпринимательства в России. Задачи исследования: установление закономерностей, характеризующих количество юридических лиц и индивидуальных предпринимателей, относящихся к малому и среднему предпринимательству, по трем размерным категориям, и численность их работников, изменения структуры предпринимательства за пять лет, определение удельных показателей численности работников в расчете на одно предприятие, а также оценка распределения этих показателей по совокупностям предпринимательских структур. Методика исследования основывается на рассмотрении совокупностей субъектов предпринимательства, сформированных по размерному и территориальному признакам. В процессе исследования проведен сравнительный анализ показателей деятельности малого и среднего предпринимательства за 2015 и 2010 гг. по официальным статистическим данным, основанным на сплошных наблюдениях за деятельностью малого и среднего бизнеса. Была определена существенность структурных изменений за рассматриваемый период. Моделирование дифференциации значений численности работников в расчете на одно предприятие основывалось на разработке функций плотности нормального распределения. По итогам моделирования установлены средние значения численности работников по каждой из размерных категорий предприятий, а также интервалы изменения этих показателей по совокупностям малых и средних предприятий, расположенным в большинстве субъектов страны. Практическая значимость результатов исследований связана с возможностью их использования подразделениями органов регионального и муниципального управления, осуществляющими формирование проектов и программ развития предпринимательства, а также при мониторинге деятельности предпринимательского сектора.
