From anxiety about Muslim immigrants in Western Europe to concerns about undocumented workers and cross-border security threats in the United States, disputes over immigration have proliferated and intensified in recent years. These debates are among the most contentious facing constitutional democracies, and they show little sign of fading away. Edited and with an introduction by political scientist Rogers M. Smith, Citizenship, Borders, and Human Needs brings together essays by leading international scholars from a wide range of disciplines to explore the economic, cultural, political, and normative aspects of comparative immigration policies. In the first section, contributors go beyond familiar explanations of immigration's economic effects to explore whose needs are truly helped and harmed by current migration patterns. The concerns of receiving countries include but are not limited to their economic interests, and several essays weigh different models of managing cultural identity and conflict in democracies with large immigrant populations. Other essays consider the implications of immigration for politics and citizenship. In many nations, large-scale immigration challenges existing political institutions, which must struggle to foster political inclusion and accommodate changing ways of belonging to the polity. The volume concludes with contrasting reflections on the normative standards that should guide immigration policies in modern constitutional democracies. Citizenship, Borders, and Human Needs develops connections between thoughtful scholarship and public policy, thereby advancing public debate on these complex and divisive issues. Though most attention in the collection is devoted to the dilemmas facing immigrant-receiving countries in the West, the volume also explores policies and outcomes in immigrant-sending countries, as well as the situation of developing nations—such as India—that are net receivers of migrants.

With its small population and low GDP, Mongolia is frequently deemed «unique» or tacked onto various area studies programs: Inner Asia, Central Asia, Northeast Asia, or Eurasia. This volume is a response to the concern that countries such as Mongolia are marginalized when academia and international diplomacy reconfigure area studies borders in the postsocialist era. Would marginalized countries such as Mongolia benefit from a reconfiguration of area studies programs or even from another way of thinking about grouping nations? This book uses Mongolia as a case study to critique the area studies methodology and test the efficacy of another grouping methodology, the «-scapes» method proposed by Arjun Appadurai. Could the application of this approach for tracing individuals' social networks by theme (finance, ethnicity, ideology, media, and technology) be applied to nation-states or peoples? Could it then prevent Mongolia from slipping through the cracks of academia and international diplomacy? Experts from ecology, genetics, archaeology, history, anthropology, and international diplomacy contemplate these issues in their chapters on Mongolia through the ages. Their work includes over 30 maps to help situate Mongolia in its geologic, geographic, economic, and cultural matrix. By comparing maps of different time periods and intellectual orientations, readers can consider for themselves the place of Mongolia in the world community and the relative benefits of these and other grouping methodologies. Does the place where you lived as a child affect your health as an adult? To what degree does your neighbor's success influence your own potential? The importance of place is increasingly recognized in urban research as an important variable in understanding individual and household outcomes. Place matters in education, physical health, crime, violence, housing, family income, mental health, and discrimination—issues that determine the quality of life, especially among low-income residents of urban areas. Neighborhood and Life Chances: How Place Matters in Modern America brings together researchers from a range of disciplines to present the findings of studies in the fields of education, health, and housing. The results are intriguing and surprising, particularly the debate over Moving to Opportunity, an experiment conducted by the Department of Housing and Urban Development, designed to test directly the effects of relocating individuals away from areas of concentrated poverty. Its results, while strong in some respects, showed very different outcomes for boys and girls, with girls more likely than boys to experience positive outcomes. Reviews of the literature in education and health, supplemented by new research, demonstrate that the problems associated with residing in a negative environment are indisputable, but also suggest the directions in which solutions may lie. The essays collected in this volume give readers a clear sense of the magnitude of contemporary challenges in metropolitan America and of the role that place plays in reinforcing them. Unlike the Holocaust, Rwanda, Cambodia, or Armenia, scant attention has been paid to the human tragedies analyzed in this book. From German Southwest Africa (now Namibia), Burundi, and eastern Congo to Tasmania, Tibet, and Kurdistan, from the mass killings of the Roms by the Nazis to the extermination of the Assyrians in Ottoman Turkey, the mind reels when confronted with the inhuman acts that have been consigned to oblivion. Forgotten Genocides: Oblivion, Denial, and Memory gathers eight essays about genocidal conflicts that are unremembered and, as a consequence, understudied. The contributors, scholars in political science, anthropology, history, and other fields, seek to restore these mass killings to the place they deserve in the public consciousness. Remembrance of long forgotten crimes is not the volume's only purpose—equally significant are the rich quarry of empirical data offered in each chapter, the theoretical insights provided, and the comparative perspectives suggested for the analysis of genocidal phenomena. While each genocide is unique in its circumstances and motives, the essays in this volume explain that deliberate concealment and manipulation of the facts by the perpetrators are more often the rule than the exception, and that memory often tends to distort the past and blame the victims while exonerating the killers. Although the cases discussed here are but a sample of a litany going back to biblical times, Forgotten Genocides offers an important examination of the diversity of contexts out of which repeatedly emerge the same hideous realities.

Is there such a thing as a distinctive Jewish literature? While definitions have been offered, none has been universally accepted. Modern Jewish literature lacks the basic markers of national literatures: it has neither a common geography nor a shared language—though works in Hebrew or Yiddish are almost certainly included—and the field is so diverse that it cannot be contained within the bounds of one literary category. Each of the fifteen essays collected in Modern Jewish Literatures takes on the above question by describing a movement across boundaries—between languages, cultures, genres, or spaces. Works in Hebrew and Yiddish are amply represented, but works in English, French, German, Italian, Ladino, and Russian are also considered. Topics range from the poetry of the Israeli nationalist Natan Alterman to the Russian poet Osip Mandelstam; from turn-of-the-century Ottoman Jewish journalism to wire-recorded Holocaust testimonies; from the intellectual salons of late eighteenth-century Berlin to the shelves of a Jewish bookstore in twentieth-century Los Angeles. The literary world described in Modern Jewish Literatures is demarcated chronologically by the Enlightenment, the Haskalah, and the French Revolution, on one end, and the fiftieth anniversary of the State of Israel on the other. The particular terms of the encounter between a Jewish past and present for modern Jews has varied greatly, by continent, country, or village, by language, and by social standing, among other things. What unites the subjects of these studies is not a common ethnic, religious, or cultural history but rather a shared endeavor to use literary production and writing in general as the laboratory in which to explore and represent Jewish experience in the modern world.

Consequently, one might think that uncovering the origins of subprime lending would make the root causes of the crisis obvious. That is essentially where public debate about the causes of the crisis began—and ended—in the month following the bankruptcy of Lehman Brothers and the 502-point fall in the Dow Jones Industrial Average in mid-September 2008. However, the subprime housing bubble is just one piece of the puzzle. Asset bubbles inflate and burst frequently, but severe worldwide recessions are rare. What was different this time? Since 2005, a series of significant developments has been unfolding in the area of the Tongking Gulf under the rubric of an ambitious project called «Two Corridors and One Rim.» Proposed by Vietnam in 2004 and enthusiastically embraced by China, the project is designed to link their shared shores and hinterlands by superhighways and high-speed rail. An area that had seemed a backwater for two hundred years has suddenly become a dynamic engine of growth. Yet how innovative are these developments? Drawing on fresh historical insights and recent archaeological research in northern Vietnam and southern China, The Tongking Gulf Through History reveals that this region has long been a center of cultural, political, and economic exchange. From a historical point of view, contributors argue, the Gulf of Tongking has come full circle. Inspired by the Braudelian vision that regionality arises from long-term human interactions, essays avoid state-centered approaches of nationalist histories to focus on local communities throughout the Gulf. In doing so, they reveal a complex pattern of interrelationships and geopolitical factors that has shaped the gulf region for over two millennia. The first half of the volume covers the era from the Neolithic to the tenth century, when an independent state emerged from old Chinese Jiaozhi, or modern northern Vietnam; the second surveys the nine centuries that followed, in which only two states came to share the maritime shores of the Tongking Gulf.
