Public–private partnerships (PPPs) have been proven to catalyze both investments, for bridging investment gaps and improving efficiencies in delivery of services. The Government of India (GOI) and the Asian Development Bank (ADB), through a pioneering PPP Initiative «Mainstreaming PPPs in India,» have therefore been supporting selected state PPP cells in creating an enabling environment by developing capacities, facilities, and PPP model structures for specific sectors. Improvements in urban infrastructure both for enhancing the quality of life and for increased productivity are critical. Developing mass transit solutions for the urban population is especially a crucial element of this. The Urban Development Department of the Government of Maharashtra was therefore supported under the GOI–ADB PPP Initiative for identifying and developing possible PPP structures for urban bus transport-based solutions in four selected sample cities. Assessments of national and international best practices, local circumstances, and consultations with municipal and private stakeholders have led to this PPP tool kit. The tool kit should be useful for public entities in the State of Maharashtra for developing PPP-based projects in urban bus transport and could also provide a reference point for use in other cities, across the country, for project development.

The developing world is looking for effective, creative ideas for upscaling clean, renewable energy. No place will gain more socially, economically, and environmentally from increased access to clean, reliable energy than poor, rural areas. Biomass energy, produced from animal and crop wastes, is a sensible renewable energy option for rural areas and it can be cost-effective at community and industry scales if guided effectively by governments. This publication explores the potential of biomass energy to close the urban–rural energy gap, raise farmer incomes, and mend the environment in the People's Republic of China (PRC). Its findings are instructive for other developing and medium-income countries exploring energy-for-all strategies. The report examines the promises and limitations of leading biomass energy technologies and resources for various distribution scales, including but not limited to household biogas digesters. The information is based on lessons learned and experiences from the Asian Development Bank–financed Efficient Utilization of Agricultural Wastes Project in the PRC, as well as findings and conclusions from a technical assistance grant to assist the government draft a national strategy for developing rural biomass energy.

This publication presents a shift in the People's Republic of China from flood control depending on structural measures to integrated flood management using both structural and non-structural measures. The core of the new concept of integrated flood management is flood risk management. Flood risk management is based on an analysis of flood hazard, exposure to flood hazard, and vulnerability of people and property to danger. It is recommended that people learn to live with flood risks, gaining and promoting a clear understanding of flood risks, quantifying and modifying the flood hazard, regulating exposure to the hazard, and reducing their vulnerability to danger.

Economic challenges in developing Asian countries have become more complex: urban populations are growing at great cost to the environment, climate change has increased risks of natural disasters, and income gaps within and between developing countries are widening. These factors threaten the sustainable growth and development of urban areas, the drivers of Asia's economy. A strategic approach for inclusive growth is needed. The City Cluster Economic Development approach provides a strategic framework and a set of analytical tools, which governments, businesses, and communities can use to support the inclusive and sustainable development of competitive urban economies in Asia. Said approach was developed and tested by the Asian Development Bank to improve the basis for integrated planning and development of urban regions in Asia and the Pacific. It also elps urban managers and other city stakeholders identify action plans and determine priority investment areas.
